You will also need a login and password for the PBC Resource Exchange and Budget Server.

Guest account is available: Login as 'guest' with no password
Passwords can be reset via PM.
Note: Some versions of Internet Explorer have mysterious issues interacting with the server.
If you have to use IE, it will work fine if you go through a proxy such as Anonymouse (Link)

Here is a quick explanation of what Play-By-Committee (PBC) is and how to play it. For those that may be interested in joining.
(I encourage our more veteran players to correct me if I am wrong, and post things I may have missed)
All players are part of the same empire. Each has their own role to play in government. There are system lords, starship captains, ministers, mercenaries and others. Players decide what they would like to join as. And it is possible to move from one position to another while playing.
Much of PBC is roleplay here on the forums. In the Senate, we all debate matters and vote on bills. The Rich End of Town is a place to meet with individual members. The Marketplace is where we can buy and sell items in the game.
Every week, players post their orders for the current turn. Orders can be given to anything you control during this turn. They are due by Sunday. Then the admin (SuicideJunkie) will follow the orders posted and generate the next turn. Turn files here are for players to view results and determine what orders to post next. Players do not need to do anything in SE4 beyond that.
It is important to note that orders to build ships and facilities require the player have the needed resources available. Most players have their own budget. If a player orders something be built, the cost will be taken out of his total budget. The same goes for adding research projects.
The PBC Resource Exchange and Budget Server is an important tool. It shows the player's current budget, the federal budget, and the exchange market. The market is very useful, as it allows players to trade resources and science points with one another.

Note:
Orders are processed on mondays.
The absolute deadline for posting is before I press "next thread" on the orders submission forum, and get "no more threads".
Once that happens I post a bookmark, and move on to the income and expenses phase.
Sunday at 11:59pm is the last time you're guaranteed to get the order in.

Hm, I downloaded the mod, unzipped (started a game to get an idea of it), downloaded the latest turn files (gam) but when I try to open it, says data files do not match those when the game was started. I was hoping to get a look at it to see what I have let myself in for ! Alikiwi

Thanks, I had actually downloaded the latest but when I checked I realised I hadn't moved them and over-written those in the Mod data folder. Now have access!
