i really need help

im trying to create a defence base to put a couple over my planets, but for some reason none of my bases attack

all the enemy designs do, but mine do not, can anyone help me?

im completely lost

did you remember to add supply and ordnance storage to your base? Unlkike ships bases don't normally come with any supply at all.

Supply is critical, ordinance using weapons come with some intrinsic ammo.
Ships don't suffer from this as there are intrinsic supplies with the engines, satellites have intrinsic supplies in the bridge element. As bases use ship command and control elements, they can go hungry.

Perhaps there should have been a separate base bridge element similar to the satellite one? Or engines should be cheaper but have no supplies for consistency?

If you don't have bases in orbit (e.g. covering a warp point), make sure they have ample supplies (not just one supply & ammo element), otherwise, in a big battle, these outposts can run out & be overrun.

The system resupply capacity may be limited to replenish them afterwards too, adding solar collectors to the outpost base design may be needed. They can't exactly withdraw to a ship yard world to reload & refit after action.

If I have a group of them on a WP, there is a separate repair base in the cluster with emphasis on shielding & defence. The others do the killing, this one is intended to be around afterwards to fix things. It fixes any sats/fighters which may be present too.

Also, make sure your design strategy isn't something like Don't Get Hurt Wink.

Could the strategy set for "minium" and the ships arn't getting close enough?
But I like the warp point defence idea...

if they can bases will shoot anything that gets in their range. If your opponent is using ships that outrange your base that could be an issue.
