I have been playing space empires 5 for a while and am using Balance mod but I have found that the AI don't tend to form alliances and I would like the quadrant to be divided into powerblocks, is there any mod to sort this out?
Also, I have found that if I form alliances, it is almost impossible to negotiate treaties as the alliance chambers does not have their treaty counter message only in the messages from there diplomacy window bit does but I can't accept cos I'm in an alliance - has anyone got any solutions?

I would avoid Alliances. They don't quite work properly and if they did, there actually a step down in diplomacy in terms of game play. I haven't spent much time at all attempting to improve the AI's Alliance interactions since other areas of game play that work properly demand more attention.

Power blocks will form naturally based on AI empires that like each other since AI empires will gravitate towards players that are similar in either personality or have mostly the same enemies.

When Fyron reminded me that you can take over AI if you want I started taking them over when the game got too easy and creating alliances to try and make the game more interesting.

So you might want to go into players option in the main menu and force a few alliances.

I would recommend against it myself. As Captain Kwok pointed out the alliances don't really work properly, and even if they did they are Less useful than normal treaties.
However you Could take over AIs and submit treaties to the other AIs with the options you want (like can't have treat with others if you have a big enough pair) and then take over the other AIs and accept the treaties.
This lets you trade planets/systems/tech with AIs to set them up to keep being friendly (more likely anyway).
