I am looking to start up a Play By committee game for SE4 soon.

Modfiles:

Original thread:
http://www.shrapnelcommunity.com/threads/showflat.php?Cat=&Number=518812

Note that Millenia V is the homeworld, and strictly independent. Its benefits will be spread equally to all players.

This game will operate on the original PBC model.
Discussions and orders will be posted on a forum, and the new turns will be posted each weekend.

We will start gathering players for System Lord positions first. Select a System/Region to start in.

The exact size of the region will be determined once all the starting players have selected start positions. Those planets with high value, more facilities, more available slots and existing defenses will naturally be worth more, and territorial ranges including these planets will be smaller overall. Conversely, those regions which include plagued planets and alien threats will be valued lower, and the system lord who starts there will get a larger territory.

For example, out east, there are Phong ships and a plague to deal with, so a system lord starting in that area would be given extra land.

Budgetary concerns will be dealt with via the Krsqk-bot written for the original PBC; Each system lord will recieve credit for the resources produced on their planets, and for the storage capacity of their own storage facilities.
As far as the starting bankroll is concerned, the resources are spread evenly over the storage facilities.
Budgets will be subtracted from when build orders are set, and added to at the beginning of each turn. Trades between system lords are encouraged, prices are free market.

Budget tallies will be posted in a private subforum for the System Lord owning it.

Research will be done in a free market system as well; building research facilities will increase your research budget with which to pick projects to add. Although everybody recieves the benefits of the research, whoever has the research facilities gets to decide the direction research takes, whether military for border systems, or economic for core systems.

Build facilities to boost your economy, bases to defend against threats and ships to expand into new territory.
Negotiate deals with other players for mutual defense or lower trade prices.

AegisX already claimed dibs on Bardron, but Quikil would be a good alternative core system. Ok with you?

Hermes is available.
Odds are, you will get a share of Dammitol as well.

For now, yeah.
If you know anybody who would be interested in playing, be sure to invite them.

Also, you can poke around the PBC sub-forums at the bottom of the forum index here. They'll be build up a little more this weekend.
Heck, you could also start planning out a flagship design for yourself.

I will also be adding some RP components to the mod, such as player avatars and suite components to be carried in.

Looks like the hermians are in a bit of a tussle-
Those damned phong have a frigate, and a carrier in the system...
Quite a few planets, although mostly barren except for the two worlds already established...
They're gonna be my little warrior society. I can tell. Very Happy
Probably not going to like those rich auristocrats in the Core worlds...
Although lots of space to expand...

Are we allowed to impose fees on other lords who go passing though our systems? Like a toll....

Quikil colony question, why do high value worlds have storage facilities built or in queue instead of resource extraction facilities?

Is there a guide or explanation of how PBC works? I actually might participate in this, but I need to know how it works first.

So basicaly, all players work together to manage one empire. There are several roles with the system lords on top. (Cept' SJ because hes on top) Very Happy Things like Admirals and stuff...You have a budget to keep...Things like that.

Storage facilities were built mainly because there is a budget surplus.
We will probably need some mineral miners in the mid term future, but not too many.
Even at 50% full, a storage facility is worth about 30 turns of a resource extraction facility.

---

You could also say I'm on the bottom, following all the players' orders and processing turns. Smile

As far as mechanics of playing, you chat/negotiate/plot/etc on the forums, and then post your secret orders each turn into the orders submission forum.
(See Technical Matters -> Orders Submission -> "Post New Order" link)
Players are allowed to post new threads, but not view anything.

During processing, I will read them in order and apply the changes.
Examples include:
- "Add one Design X to Planet Y's build queue" (Where Y is a planet under your control)
- "Transfer 20k minerals to Player Z"
- "Load my avatar onto my flagship, and move to System W, Coords (X,Y), then warp"

It should be noted that orders for stuff you do not control will be ignored, such as "Move to Combat Wombat's capital planet, and load all his fighters"

All expenses and transfers will be noted and applied to the budgets.
After hitting "end turn" in the game, I will run the Krsqk-bot Finance Minister script to update all the budgets, and post the new turn on the forum for download.

Planetary income will be taxed, but after paying for expenses such as maintenance, the remaining funds get delivered back out to the players to spend on whatever they like.
Storage facilities are yours to keep; they determine the maximum budget surplus you can run before you are hit with spoilage. Budgetary Debt is not allowed, although you can try to secure loans from other players if you need to dip into the red temporarily.

So basically you're the emperor and have turned on complete AI, and we play the part of the ministers? That sounds pretty awesome. Now, is Illuminatia available perchance?

How about Polia then? It looks promising. With the proper skills, I can turn it into an economical and industrial powerhouse.

I've started up my own game to see how the mechanics work. It looks pretty cool.

Polia is free, and its all yours.

Research would be done in a similar manner to resources, except for a tax rate of zero, and unlimited storage of points.
Once you have built up or traded for enough points to pay for a research project, you can order it added to the queue.

Since players will be spending the points about as fast as they get them, there won't be any significant waste.

Yes! You've got it just in time.

This weekend I will prepare the initial budgets. During the week, you can plan your orders while I work on updating the Finance Bot, and we'll get to processing next weekend.

Also, during the week, we can get Fyron to add some new sub-forums for all of the System Lords.
