I noticed that base space yards are not used at all in the game I'm playing. I loaded as a different empire and theirs were also not being used.

Really? In my game they'd been getting requests for troops...

I bet I know what's going on: The AI has trouble telling sector cargo space vs item cargo space.

I'm not so sure about that. I've seen where AIs had bases on warp points, and even just out in the middle of nowhere. Something's got to be building them.

I can't easily make out what the script is doing right there. I'd guess it's a failsafe to keep units from being built, except on planets, but I haven't studied it enough to say for sure.

It's a good fix. I had added it to the forever delayed v1.19j.

When I made a unit fix at BSYs in BM v1.19i, I accidentally cut off all BSY construction.
