shield questions

What is the benefit of phazed shields over normal shields? Are there certain guidelines to follow when deciding the size of shields to outfit on your ship. I currently use a mix of 80Kt and 40Kt shields on my battleship. But i'm trying to figure a way to squeeze more weapons onto the ship since I have a couple Heavy weapon points open. I can't remember my current ship make and model off the top of my head other than it's a battleship with 1220mT on capacity.

Phased weapons skip through non-phased shields. Phased shields will stop them as normal.

I haven't found any phased weapons yet, so i have been using normal shields.* On SEIV, I always get the phased shiels ASAP, but hadn't been seeing any benefit on Starfury.
* on a side note, I did come across a Xiati 3 ship group last night in a neutral system and their battleship fired what I thought were seekers but my point defense weapons didn't stop them and they went right through my shields and had me dead in space in less than five seconds. I was beat before I could even adapt. Anyone know what they might have hit me with and how do i stop it?
