I've noticed in a few stock games I'm in some enemy fighters have armor in
Outer slots. I am wondering how this can be done.

That's too bad. It really matters how many armor slots you have in stock, and I was hoping this was intentional so you didn't have to pick a shipset dependent on number of armor slots.

Yeah, but there is an option in Mod_Definition.txt which overrides the slot layouts so they're all the same... many mods use this... oddly enough BALANCE mod of all mods doesn't!

Is there a way to trigger them after a game is started, or do they have to be "on" at the beginning? Also, does the host of a MP game have to have them on, or can each player choose if they want them on?

It has to be on from the beginning. This is because all components on a design are set to a specific slot number which may not exist on another slot layout.
