An internal DCI initiative - the AG project!

The Advanced Growth Project, or 'AGP', is an attempt to intensify the industrial and resource output in core systems that hold DCI colonies. It involves forming one (stage one) or two (stage two) regions of a planet to a highly industrialised region (known as HIR from now on).

To this end five colonies have been short-listed for this rapid development, Salaph V, Salaph VI, Salaph VIa (lowest priority colony), Salaph IX and Sillintia VII. It is intended that all effort, after current colonisation projects, goes towards having at least one development at any time, with all construction being as fast as is safely possible.

This also means there will eventually be a few changed things: Any developing colony will, in a construction sense, be dead to the quadrant for next 14 at stage one, or 28 months with stage two, as massive construction works build the mighty economic engines of the future.

The identity of the first selected colony shall be released soon.

I applaud your initiative, System Lord! Though it will tie up construction efforts for some time, the potential benefits are also large - better resource production, faster construction time, etc.

I believe it will largely fall on the core worlds for this type of effort as the frontier System Lords concentrate mostly on defense against alien incursions to their space.

One point to bear in mind. Once these are built you do NOT want to upgrade them unless you have a shipyard in that planet. I presume you are aware that this would then SLOW down all production where a shipyard is not present?

Otherwise, I must confess its an intelligentm plan.

Currently the short-listed colonies all have shipyards, being a result of the forward thinking of my predecessor and isn't an issue.

Any HIR upgrade would only be considered in the case of full implementation of the AGP, considering the much longer upgrade time that will result from normal build times.

It should also be noted that having a SY on the planet to start with will reduce the construction times by 12% thanks to the specialized heavy equipment.

The one thing I do worry about is the idea of building *two* HIRs...
If there are two, then you will be unable to upgrade to LIs in a reasonable timeframe, since both will have to be upgraded simultaneously.

The HIS is an alternative in this situation, since it will provide all the benefits of an HIR without being upgradable.

Salaph IX is hereby selected for development. As such it shall no longer hold a resupply depot, which will be removed by 2412.6, and the new Salaph depot shall be on Salaph II by 2412.9-2413.1.

As advised by the SecState, HIR-2 development will be an industrial region with an industrial slum, and HIR-3 will be an industrial region with two industrial slums.

2413.3 Update
Due to a few military matters being pushed up the schedule the AGP has taken a minimal growth path, and is expected to be that way for a short while longer, so that resource development at Texrek and Sillintia can produce the results needed to fuel growth, and allow the maintenance needs to drop to acceptable levels.

2414.2 Update
With the HIR recently finished at Salaph IX, plans have been enacted to complete a second HIR on Salaph IX, after an upgrade to the existing Space Yard.

As it stands now the current construction sites of the AGP are as follows:
Salaph VI (complete by 2414.9, another HIR planned)
Salaph VIa (complete by 2414.5, another HIR planned)
Salaph IX (complete by 2415.5)
Sillintia III (complete by 2415.0, another HIR planned)

Future expansion is to include Sillintia VII, which commence construction in two months time.

2414.6 Update
Salaph IX has had an Air Freshener built instead of a HIR, and the current internal opinion is that either the System Environment Facility (relocated to Salaph II) or the Space Yard be removed to make way for a second HIR.

Current optional colonies to expand HIR production are:

Salaph I - Large amount of time available to rapidly build up the facilities and the current items being produced are radioactives (of which Sillintia IX will be producing more).

Salaph IIa - Good Org/Rad value, not currently producing any resources (so no decrease in income during the build) and the lack of orders to core systems means there is less of a need for its Space Yard (1 facility only planet).

Salaph V - Extra facility spaces will become available (due to Ukra-Tal settlement, so no lost resource revenue) and large time saved to rapidly build items means it is a good option as well.

Out of these 3, one or two may be started in the next five months, depending on income. Advice is welcome.

Doesn't having a SY at the construction site improve construction output? If so, I would think that you wouldn't want to eliminate a SY in order to make room for an HIR.

Also, are there any plans to upgrade these HIRs to LIs?

That will come after a colony has built 2 HIR.

This is how it goes for my 2 HIR plan:
-Build 1st HIR
-Order 2nd HIR
-Order upgrade for 1st HIR on the same month

This should enable me to build 2 HIR, then upgrade only one.

2414.8 Update

The decision has been made: Salaph IX will have a second HIR built, replacing the existing System Environment Agency. The Agency will be reestablished upon Salaph II.

Salaph IIa will have a HIR built, replacing the Space Yard. In addition to that Salaph IIa has low stocks of construction material, forcing the construction time to lengthen - it will take 2.2 years to build it, as opposed to the minimum time of 1.3 for other worlds.

Salaph V has also been chosen to have a HIR, with production commencing on 2415.2, after another two mining operations are finished.

2415.1 Update

Salaph V has started construction one month early, due to less space being freed by Ukra-Tal colonisation than previously predicted.

All other construction is going according to schedule.

2416.2 Update.

Construction goes apace, with 5 HIR built since the start of the massive project, 2 more ready next month. Salph I & Sillintia III will finish a HIR in nine months, Salaph IIa in 8, and even the Remnorak Agricultural Centre is also being industrialised, with a HIR ready in 11 months.

Further potential sites for development:

Remnorak Logistical Port (82/87/83) - 5.6 years of rapid construction. No SY. Need to replace Resupply Depot.

Sillintia I (91/141/114) - 1 year of rapid construction. No SY.

Sillintia II (87/23/123) - 1 year of rapid construction. No SY.

Sillintia IV (63/44/47) - Normal construction rate. No SY. Needs 6 more months of facility upgrades.

Sillintia V (60/67/60) - 6 months of rapid construction. No SY.

Sillintia IX (140/48/152) - Normal construction rate. No SY.

Texrek IV (26/150/107) - Normal construction rate. No SY.

2418.2 Update

Much has changed, yet much is the same. Salaph HIR construction is being phased into LI construction on only a few planets, for some planets are waiting for chance to cast off the restrictive domes they have lived under for so many years. Sillintia has a similar problem.

It is unlikely that Remnorak, Cephedri or Synth will have significant HIR investments, being more concerned with developing military infrastructure or equipment. Fizbon and Egoria have no chance in the midterm, owing to their need for other production, and the small amount of construction capacity they represent.
