The time has come for the proper establishment of a DCI military wing. As it will be formed from scratch, it will have the latest technologies incorporated into their, and their fighter complement, designs. The combat fleet(s) will have 5 speed for ships.
As DCI is allowed only four military vessels, Heavy Carriers will be used, which will allow a larger potential to project power than other types of vessels. As the capability and number of fighters are at a premium, there will most likely be no fighters used in an interceptor role - such duties will be taken over by various anti-missile point defence escort vessels (which is the only role a large craft can perform without being classed a military vessel).
The funding for this ambitious programme will come from partially from resources freed of the AGP programme (via finished HIRs and the reduced spending rate on LI upgrades), and from new resource operations.
The construction of carriers will commence in 4-6 months, due in part to R&D having not yet finished with Heavy Carrier hulls.
Current construction plan (2414.8 )
4x Heavy Carriers (capacity of 1200-1440kt).
?x PD Ships (anti-missile, undecided number/type).
Non combat elements:
1-2 Supply Ships (dependent on number of fleets)
5x Repair Ships (fleet escort type [heavily armoured])
50% Space Superiority (Gun Fighter [no design yet]/HHF-3 Whirlwind [advanced] mix)
35-37% Heavy Bomber (HBHN-1 Telelance [advanced])
15-12% Light Bomber (FB-10 Dacafaust or FB-11 Limpet [DUC design, not made yet])
Possible dispersal of ships (combat vessels only)
Single Fleet Option:
DCI Combat Fleet (4 carriers).
Two Fleet Option:
DCI Northern Combat Fleet (2-3 Carriers, Mveloem region).
DCI Western Combat Fleet (2-1 Carriers, Melbor region).

This is the major goal, and will be completed with all possible haste, with the fighters being constructed at Lirketh, and construction of carriers after a design is available. This portion will consume approximately half the total naval expansion budget, so other parts of the plan will be implemented slower than this.
All carriers (including their fighter complements) will be built in Lirul and each carrier will be immediately sent out to their theatres when filled. They will act in support of larger FWSN fleets until their escorts reach them.
The PD ships will be of the anti-missile variety, and will include 1-2 large ships and 3-4 small ships per carrier. There will also be 1-2 repair ships per carrier. Most of these will be built at Lirul, though some may be ordered in outer region.
The transports will be used to gather extra fighters, either as replacements for carrier losses, or to sell to other parties.
This does not need to be completed in any special haste, though some may be ordered out of Lirul.
The Repair Fleet will be approximately 11 ships strong, and will have minimal facilities and defences, forcing it to stay at large fleet resting points, or other well defended areas.

With the increased wealth, when compared to pre-reorganised DCI, along with the settling of HIR construction, mass fleet expansion is finally viable.
The location of the fleet has also been rethought, with it now being planned for Cephandri/Synth, in order to protect the new DCI territories. Those territories also contain a number of fighters, allowing a quicker expansion of the carrier force directly within the above systems.

Cephedri and Synth, now close to finishing previous non-DCI bound shipping + facility reorganisation, can now focus energy on the DCI internal fleet. The total fleet carrier capacity is expected to be ~5760kt, with 100 space superiority, 76 heavy bomber and 16 other fighters. This is expected to be complete before the end of 2417.

The internal fleet, even when not fully assembled, armed, or even repaired is proving to be a flexible and capable group, with a successful escorted invasion of Synth III. The true test of their mettle will be the attack on Synth IX and Synth VII, both planets having had far greater time for potential fortification.
The current focus for now will be moving in as many fighters in to Synth, the final outfitting of the carriers with their modern components, and the continual growth of point defence escorts.
Unfortunately, the DCIM fleets remain grounded with no mercenaries to lead them. This will mean that new ships intended for the DCIM fleets cannot be counted as true expansions. System Lord Khizlek of DynaCorp Industries (PBC SEIV). Back to top
