That's a slippery slope leading back to SE4's problems with unified move/targeting priorities. They really need to be completely seperate.

Why does "Race" need to be tied to "Empire" at all?

If they were independently chosen of each other, you could then have two players with different empires, but the same "race" that could interbree ...
