Unfortunly i've wrestled with the same problem and this was my workaround:

Task force 1: custom strategy "Prepare Planet"
Fire on all weapon plats and attacking ships, do not retreat on planetary ...

The button exists, but like many things in this game, it isn't implenemted.

I have seen this a lot too, to the point that I don't use the command anymore but guide them manually to a planet with supplies.

I have encountered blockades like this quite often and they have been a mix of missile sats and PDs
